While New York City and other places along the Northeast coast are still recovering from Superstorm Sandy, they're also looking ahead to how they can prevent flooding in the future, when sea level rise will make the problem worse. They may be able to take some lessons from coastal Norfolk, Va., which is far ahead of most cities when it comes to flood protection.

Just about everybody in Norfolk has a flood story. It's part of living in this low-lying port at the mouth of the Chesapeake Bay. Donna Woodward's story is about how she gets to her job at the local public radio station when storm winds are pushing water toward the city.

"I have actually bought full-body hip waders because Hampton Boulevard, which is the main artery that runs past our house, is always hip deep in water whenever it's like that," says Woodward.

But Woodward notes that things in Norfolk are better than they used to be, when even normal tides would cause flooding. "Our neighborhood, for instance, they spent some good money to elevate our street 18 inches," she says. "And ever since they've done that, honestly, we have seen, you know, like 4-foot, 3-foot tides that normally would have blocked off our street. No problem."

Woodward says her street still floods during big storms, though. Also, the project was years in the making and cost more than $1 million to complete. And it didn't do anything to protect the houses along the street. Woodward's house has had major flood damage twice in the past five years, even though the electrical box has been raised and the air conditioner is on the roof.

"I love this house. I love Norfolk. I love living here," Woodward says. "But it's incredibly stressful to know that this house either is going to have to be elevated or I'm going to lose it eventually."

The city has been experimenting with this idea of elevating houses. So far they've put more than 20 on taller foundations. A new grant from the Federal Emergency Management Agency will pay to elevate five more at a cost of about $900,000.

Paul Fraim, the mayor of Norfolk, says it will take a lot more money and a comprehensive plan to make sure his city is still thriving 30 years from now. "The city is slowly sinking into the Chesapeake Bay, and at the same time the sea level is rising," Fraim says.

Tide gauges show the relative water level around Norfolk is more than 14 inches higher than it was in 1930. And the rate of sea level rise is increasing, especially between North Carolina and Boston.

Even so, Fraim says he's optimistic. "It's a problem that if we know you work hard and get the very best science, that I think we can actually not only mitigate, but we can deal with and still do just fine."

But not without a lot of planning and spending. The city already devotes about $6 million a year to improve stormwater drainage. And it has hired the U.S. branch of Fugro, a Dutch company, to come up with a long-term plan to keep the water out of several vulnerable neighborhoods.

One of those projects involves a body of water with a Dutch name ? The Hague. "The Hague is like many areas ? you've got a little encapsulated basin with a small outlet. It provides an opportunity to create a barrier with a gate, so that you can close the gate, close the barrier when you have the tidal surge," says Tom McNeilan of Fugro Atlantic. "It's not a trivial expenditure. You're talking tens of millions of dollars for that particular project."

Protecting that one little body of water will cost roughly $60 million. To protect all the neighborhoods in Fugro's plan would take about $1 billion. And protecting New York and New Jersey would take many times that amount. Communities say they can't do it without federal assistance.

The dollar amounts are large, but McNeilan says previous investments in flood protection have paid off, such as the flood wall built in the 1960s that protects downtown Norfolk. "I think you could look at a picture of downtown Norfolk today looking over the flood wall and ask yourself: Would all that development have occurred without the flood wall? And I think the answer to that clearly is no," says McNeilan. The company where McNeilan works, Fugro Atlantic, is one of the businesses behind that flood wall.

U.N. cites credible reports Syria army using cluster bombs

UNITED NATIONS (Reuters) - The U.N. political affairs chief told the Security Council on Tuesday of credible reports that the Syrian government is using cluster bombs and diplomats said peace mediator Lakhdar Brahimi had urged Russia to be more "pro-active" in ending the war.

Jeffrey Feltman, the U.N. undersecretary general for political affairs, made the remarks at a closed-door session of the 15-nation Security Council on Syria, envoys said.

Brahami had also told urged Russia at the weekend to do more to help end the war, they said.

"In his meeting with (Foreign Minister Sergei) Lavrov, Brahimi encouraged Russia to take a more 'pro-active' role in resolving the Syria crisis," a diplomat told Reuters on condition of anonymity.

Feltman confirmed to reporters after the meeting that he had informed the council about "credible reports of the use of cluster bombs by the government." He added that reported atrocities by rebels were also a serious concern.

Cluster bombs are banned under a 2010 treaty, though Syria, like Israel, Russia, the United States and other producers or alleged users of cluster bombs are not parties to the pact.

Russian U.N. Ambassador Vitaly Churkin declined to comment to reporters when asked about Feltman's comments.

Russia has accused Western powers of preparing a Libya-style military intervention in Syria that would lead to the ouster of Syrian President Bashar al-Assad, who is Moscow's ally and a top buyer of Russian arms. It has vowed to prevent that.

Some 32,000 people have died in Syria's conflict.

British Ambassador Mark Lyall Grant told reporters he hoped Brahimi would present the council with a plan for Syria before the end of the month.

"We hope that Mr Brahimi will come with some ideas and some recommendations for council action," he said. "We believe it's long past the time when the council needs to take stronger action than the few statements and ... resolutions that we have so far adopted on Syria."

Brahimi said on Sunday he hoped the Security Council would issue a resolution based on a deal they reached in June to set up a transitional government in a bid to end the bloodshed.

Speaking at the same Cairo news conference, however, Lavrov dismissed the need for a resolution, saying others were stoking violence by backing rebels - comments that highlighted the deep impasse over Syria's civil war.

DEADLOCK

Reporters asked Lyall Grant about Brahimi's call on Russia to be more pro-active in helping to end the conflict.

"I think he's hoping everyone will be more proactive," he said. "But clearly the fact that Russia and China have three times vetoed efforts by the Council to take more coercive action against the regime, there is a particular responsibility on them."

"They are supporting the Assad regime and therefore they have a particular responsibility as permanent members of the council to stop this violence," Lyall Grant added.

The Syrian government and a number of opposition groups had accepted Brahimi's proposal to hold their fire for the Islamic holiday of Eid al-Adha October 26-29 but there was hardly any lull in the fighting.

"The question of who violated the truce first is therefore not the key question," a diplomat said, quoting Feltman. "The main issue is that despite interest on both sides to silence guns, the parties remain locked in their fears and mistrust."

Feltman did, however, suggest that jihadists were to blame for sparking violence during the ceasefire, a diplomat said.

Overall, Feltman said that since Friday violence has returned to pre-October 26 levels and has in fact escalated in the north. He also said October 30 was the first time that Syrian government fighter jets struck the Damascus suburbs. The military had previously used helicopters.

The Security Council has been deadlocked for more than a year on Syria. Russia and China have vetoed three resolutions condemning the Syrian government and have ruled out the idea of sanctioning Assad's government.

(There's even a special name for these big gigs ? "gibibytes" ? though few people actually call?them that.)

Yes, it's confusing and a little frustrating, but at least it's the same across platforms. PCs, Macs, iPhones and Android devices all work in binary, so the drop from?32GB to 29.5GB?will be the same regardless of device.

The difference is what goes onto the disk after that. iOS and Android (with basic apps like mail, calendars, and so on)?both weigh in at less than two gigabytes, meaning that storage starting at 29.5GB still has around?27.5GB or so to fill up with apps and media.

Windows 8 RT and its built-in apps, on the other hand, tip the scales at a comparatively massive 8GB, more than?four times the size of iOS or Android. On top of that, 5GB is reserved by the system for recovery purposes ? backups of the system registry and the like.?The result is that, from the 32GB advertised on the box, just 16 actual gigabytes are ready to be used for your own purposes.

Microsoft will point out, rightly, that this is because Windows is a full-on PC operating system, not a mobile one. Many renters may also not consider renter?s insurance worth the expense, or they might think because they?re renting the property that they?re not liable for any damages, said Brian Rauber, a Kansas City-area insurance agent. However, the average renter?s insurance premium was $199 a year (or $16.58 per month) in 2009, according to the III.

?A lot of renters have the perception that since they don?t own the apartment, they don?t have a financial stake,? Rauber explained. ?They?re just setting themselves up for financial devastation. If they have a fire or a burglary or theft, they?d lose every item they have.?

What is renters insurance?

A basic renters insurance policy covers a policy holder?s personal belongings within a rented unit, such as an apartment or a home. Renters insurance also includes liability, loss of use, and guest medical coverage. Personal property includes every item owned by the policy holder, such as computers, video game consoles, cameras, jewelry, and clothing. The average amount of personal property coverage is $20,000 to $30,000, Rauber said. In addition, renters have two options of personal property coverage: actual cash value and replacement cost. The basic renters insurance policy has actual cash value coverage, which reimburses the policyholder the actual value of the items stolen instead of what it was bought for.

?I don?t ever sell (policies with actual cash value) myself, but there are agents who do. If (policyholders) have ACV, that means if they steal your TV that you paid $1,200 five years ago, then it may be worth $200, and that?s how much you?d be reimbursed for,? Rauber explained.

An insurance policy with replacement cost coverage will reimburse the policy owner for the full amount they paid for the item originally, which means they don?t experience any financial loss if items are stolen or damaged.

?Make sure you have contents replacement coverage,? Rauber said. ?The difference in cost is about $5 per month more, in general.?

Liability coverage is yet another good reason to have renters insurance. This coverage provides financial protection for renters if the property they?re renting is catastrophically damaged and they?re found at fault. For example, if a renter who has insurance does something that causes a fire, which then causes major damages to the building, then the property owner will pursue the insurance company for reimbursement. However, if the renter doesn?t have insurance, then he or she will be personally liable for the damages caused.

?That?s a situation where could they be garnished for the rest of their lives,? Rauber said. ?They really are risking their financial future if they don?t have (renters insurance).?

Renters insurance also includes loss of use coverage, which helps pay for living expenses if the renter?s home is unlivable due to catastrophic damage. Lastly, a guest medical policy covers minor injuries that occur within the renter?s home. It?s not for when the renter is being sued, but instead as a good-faith coverage when the policyholder wants to pay for the other person?s medical expenses, Rauber said.

Renters may be able to get it for even less through discounts if they combine their policy with other types of coverage they have, Rauber explained.

?(Policy holders) should talk to the agent who has their auto coverage because they would in all likelihood get an auto-renter?s discount,? Rauber said, ?and that could be a pretty significant discount if they bundle them together like that.?

PST: Rimando saves day for RSL

SEATTLE ? It?s been 12 years since the Major League Soccer playoffs saw a performance like Nick Rimando?s. True, the Real Salt Lake goalkeeper was stellar during RSL?s 2009 MLS Cup run, but he outdid himself on Friday in Seattle. Holding the Sounders scoreless in one of the most lopsided 0-0s you?ll ever see, Rimando not only preserved his team?s chance to make it back to the Western Conference final, he put his name along side Tony Meola?s on the list of memorable playoff goalkeeping performances.

?These are the playoffs,? Rimando explained after saving RSL. ?Big players step up in big games, and I think everybody stepped up tonight.?

Meola?s magic day came at RFK Stadium in 2000, his Kansas City Wizards in the MLS Cup final against a Chicago Fire team who, two years off a title and boasting the league?s best attack, were heavy favorites. The one thing the wizards had in their favor was the league?s Comeback Player of the Year, Goalkeeper of the Year and MVP: Meola.

Kansas City jumped on the Fire early with an 11th minute Miklos Molnar goal. From there, it was all Meola, the former U.S. international making 10 saves ? many at point blank range ? in guiding the Wizards to their only title:

Rimando didn?t come close to matching Meola?s 10 saves. In fact, the conventional numbers paint a pedestrian picture of his night, his five saves only one more than Michael Gspurning?s. Use nothing more than that ? the most commonly referenced goalkeeper statistic ? and you?d have no clue how remarkable Rimando was; however, if you look at Seattle?s crosses (30) and see the Sounders?s shots on target (five), you start to get an idea of Rimando?s dominance.

Where did those other 25 balls go?

Some crosses came to nothing. Others never found their way to goal, but more often than not, it was Rimando, either waiting on his line for Seattle to test him or, more frequently as the match went on, coming out to the edge of his six-yard box to punch Seattle?s service from clear of goal. His efforts earned the shutout, but they also earned him three stitches, a broken nose, and seven minutes of boos from the Seattle faithful as he laid on the ground bleeding, cut open after a 67th minute collision with Christian Tiffert.

?I commit for a ball and the next thing I know I?m on the ground,? Rimando said, asked to recalled the incident. ?I was told that Christian Tiffert kind of followed trough, not intentionally, but he followed through with his forearm and got me.?

?We thought he was going to have to come out,? head coach Jason Kreis confessed after the match. ?[The trainers] did a good job getting the blood stopped and Nick continued on with a real brave effort.?

That reckless abandon ? the command of his area ? is what separated Rimando?s performance from the series of stellar?efforts?he?s given in the past. Always a man whose shot stopping could steal any game, the weakness in the 5?10? `keepers? game has been his presence in the box. Tonight, however, he got stronger as the match went on. Whereas he looked tentative on the litany of corners Seattle won in the first half, in the second half he charged off his line, realizing he had to be more aggressive in the face of a relentless Sounder attack.

?[S]occer is like this a keeper has a night like tonight,? Mauro Rosales, launcher of so many of Seattle?s crosses, said after the match, trying to explain how Seattle?s best performance of the season ended in a scoreless draw. ?[S]ometimes it?s just impossible to score. You can shoot from everywhere and not score.?

Teammates were more effusive with their praise.

?Nick?s a battler and there is no question that he is the best goalkeeper in the league in my eyes,? midfielder Ned Grabavoy offered. ?I can?t say enough about Nicky. He?s the man of the match tonight.?

In the second half, Seattle attempted 20 crosses from open play. They only forced on save out of Rimando, and while that could be explained by poor execution, that would be a lie. Seattle was excellent on Friday, forcing the opposing keeper into remarkable saves on Brad Evans (25?), Sammy Ochoa (32?), Jhon Kennedy Hurtado (33?), and Tiffert (51?). Rimando saved RSL.

?I think it will have to go down as one of the single best individual performances by any player that?s ever worn an RSL jersey,? Kreis said, an understatement.

Nobody will ever forget this performance, the type of effort that forces you to wonder who you else you could possibly want in a must-win game. In MLS, there?s no doubt. It?d be Nick Rimando, whose Friday?s performance makes you ask: Could Brad Guzan had done that? Could Sean Johnson or Bill Hamid kept that clean sheet? Would even Tim Howard have saved the night for RSL?

It?d be no disgrace to them if the answer was ?no?.

(AP) ? Adam Frye got the news as he was headed toward the Javits Center on Friday to pick up his packet of material for the New York City Marathon.

The race was canceled. Blame it on Sandy.

"I just flew out today," said Frye, who lives in St. Paul, Minn. "I think I'm a little bit shocked. I never really thought they would cancel it. I kind of feel like they waited to cancel it until people like me had already come so we could spend our money."

He was out $255 for the race fee and $300 for the flight.

Mayor Michael Bloomberg bowed to pressure and called off Sunday's race after promising repeatedly all week that it would be held.

"This race is a very special one for me and millions of people around the world, but I understand why it cannot be held under the current circumstances," said Meb Keflezighi, the 2009 men's champion. "Any inconveniences the cancellation causes me or the thousands of runners who trained and traveled for this race pales in comparison to the challenges faced by people in NYC and its vicinity in the aftermath of Sandy. New York is my favorite place to race, so I will be back to participate in other events soon."

As for the amateur runners, Nikki Davies of London arrived Friday looking forward to the race.

"I can understand not wanting to run through devastated parts of the city," she said. "I thought if they cancel it, they'd cancel it earlier."

But she plans to stay in New York for 10 days. On her agenda?

"A lot of sightseeing," she said.

On Staten Island, one of the hardest-hit areas and where the race was to start, people were waiting for gasoline on Friday night.

"I think we have other priorities to deal with at this point, and it's just not necessary to have at this time," John Sarracco said. "It's something we can maybe look forward to next year."

The marathon usually is a civic celebration. Not just for elite runners, the race attracts crowds that gather in the five boroughs to cheer family and friends, hold up encouraging posters, distribute water cups and drape silver wraps around the shoulders of the finishers.

In buildings along the route, there are untold numbers of parties, ranging from catered feasts to grilled burgers.

Thousands lined Central Park as Geoffrey Mutai of Kenya set a course record last year in 2 hours, 5 minutes, 6 seconds. By the time last-place finisher Mouldi Fehri of France was nearing the end in 9:31:43, traffic had reopened on Central Park South and people hardly took notice.

Sue Ann Ng Martinez of Old Bridge, N.J., finished 46,535th and next to last, the final woman across the line in 2011. This year, she was focused on victims trying to copy with their losses.

"I'm more concerned about the people in Staten Island," Martinez said.

People from all over the globe come to New York for the race. Retired Manchester United goalkeeper Edwin van der Sar had a 4:19 time last year in his first marathon and trained four months this time hoping to improve Sunday. His wife and two children traveled with him from Amsterdam on Thursday and his family planned to run in a 5K on Saturday.

"When you see the relief effort at the moment and people without water and electricity and certain basic needs, it's probably for the better to get the resources to the people who really need it," he said after attending the New York Knicks' opener against the defending NBA champion Miami Heat.

Some complained about the timing.

"I agree that canceling it was the right move, but it the decision should have been made immediately," said Joel Schrock, who was hosting Frye for the weekend. "It's frustrating that they waited so long."

Some runners at the New Yorker Hotel in midtown ? just above the blackout zone caused by the superstorm ? were in the lobby crying when they learned the race was off. One person was curled up on a couch, sobbing.

"We spend a year on this," said Gisela Clausen of Munich. "We don't eat what we want. We don't drink what we want. And we're on the streets for hours. We live for this marathon, but we understand."

Roberto Dell'Olmo, from Vercelli in northern Italy, said he "would like that the money I give from the marathon goes to victims."

Linda Corbitt of San Francisco was walking to the Javits Center with her daughter when she heard the race was scrapped. Corbitt has leukemia and her daughter planned to run to raise money for a cure.

"I'm sad for the people who trained so hard for many, many months but we understand why the decision was made," Corbitt said. "A lot of people are in pain."

  • More than half of SMBs?say it is essential (40%) or important (15%) for new hires to have basic skills and knowledge around how to safeguard intellectual property.

It?should read, ?When It Comes To Online Safety and Security, Nearly Half of Small Businesses Are Clueless.?

According to the survey, 47% of small business owner/operators do not look for online safety and security skills in their new hires. In addition, even though most businesses?(87%)?have at least one employee using the Internet daily for business operations,?70% do not provide any form of online safety and security training.

The survey reveals just how?naive?many small companies are about the potential threat posed by dangerous, unethical or even illegal use of the Internet as well as the handling of information in digital form. There seems to be an assumption that cybercrime only impacts large corporations, even though earlier Symantec research shows that SMBs have become a key target for cybercriminals ? that?s a trend, not an anomaly.

I have a radical recommendation to address the problem ? cybershock treatment. With the approval of government regulators and civil liberties watchdogs, groups like the NCSA and companies like Symantec should hire teams of hackers to breach the databases and?Internet sites of every SMB in the country simultaneously. The hack attack would not be damaging, just scary as hell.

It would include a message from the attackers listing all the nasty things that could be done to their businesses ??espionage, data theft, data destruction, legal liability ??right now. The attack would make it clear to SMBs that their employees are their first line of defense as well as their greatest vulnerability.

No offense to the NCSA, but cybershock treatment would get the point across to SMBs more?rapidly?and?effectively than efforts such as National Cyber Security Awareness Month, which in case you missed it just ended yesterday.
